Gouvernuer Morris of Pennslyvania

Gouverneur Morris of Pennsylvania, a tall commanding man with a wooden leg, was angry that small states were threatening to form a separate union unless there was equal voting in the Senate. The country would be united one way or another, he said, offering a threat of his own: “If persuasion does not unite it, the sword will.”
