Under the Articles of Confederation, every state had one vote, but Madison’s plan gave more representatives and more votes to states with more people.

William Patterson of New Jersey, scolding the delegates for going so far beyond the Articles of Confederation, presented a plan that preserved equality in voting. It was rejected and delegates continued to argue bitterly.
