Philadelphia State House

May 1787

Twenty-nine men gathered in the Pennsylvania State House and elected George Washington the convention’s president. Four days later, a Virginia representative proposed Madison’s plan to the assembled delegates. As Madison took notes, Governor Edmund Randolph described a government of three branches.
