The convention adopted the Great Compromise in a close and momentous vote on July 16, 1787. The Great Compromise was an agreement reached during the Constitutional Convention to settle disputes over state representation in Congress. It combined the Virginia Plan, which favored representation based on population, and the New Jersey Plan, which favored equal representation for each state. The compromise created a bicameral legislature with the House of Representatives based on population and the Senate providing equal representation to each state.
